"In continuation of my despatches reporting the complaints made of the conduct of Dr Consul Robertson by the Hongkong Gov., & have the honor to enclose to y. l. the papers named in the margin.

Dr. Robertson had earlier informed me that the despatch from the Canton authorities to the hongkong Govt which he was thought to have delayed had simply not been forwarded by him. I disapproved of this as J. L. will see. On the other hand nothing can be more satisfactory than Robertson's explanation of what was assumed to be inaction on his part in the case of a Chinese delinquent whose rendition demanded by the Hongkong Govt. & I have felt it due to him to promise that his despatch should be laid before y. L.

I'm forwarding an extract of the narrative portion of Mr Robertson's despatch to the Govt of Hongkong.
